NormanLead acid batteries charged with the Bedini pulse type charger or a Rene charger act in a very similar manner.Amps in, and amps out, don't compute.The charge time is way out of the normal whack.So is the number of batteries you can charge at once.The only sense I could make of this was reading the entire series of lectures of UCLA lectures by Richard Feynman, volume #3where he talks about surface crystal matrix involvement much like the states of a transistor, but different.I thought about the surface of the lead acid battery lead plates in much the same way, as a possibility of why they act in the way they do, contrary to any studies of traditional lead acid batteries, and how they should behave.My conclusion was based on a six month experience using a Bedini charger, and a random group of over ten deep cycle boat batteries, from my sailing club, one winter.It would appear that anyone should be able to do this with normal deep cycle lead acid batteries, and  a properly built home made charger.Cheers Warren

As far as the ions desiring to go "home " with little to no resistance (hence the cold result) the simplest thing to do is build a giant monopole.  He said there is the mechanical advantage from the energy you can rob from the wheel.

As far as the quantum batt.
It will be eventually even simpler. Only now to come up with the simplest general build the with groups of various builds perfecting it.
The quantum juice values will have all the misterious charges  + -   and general neutral values that are to be determined on the intended energy of the build.
As JB said they will soon come out with a multimeter to measure this.
The water can be eventually dialed in to cure any illness and eventually repair dna.
Extending cell life etc.

Or just melt a good dielectric like plastic and let it cool down while having an electric field through it. When it solidifies the electric field becomes frozen in the molecules of the dielectric.

The electric field in an electret is stored like the magnetic field of a permanent magnet. I don't see why this is free energy more than the permanent magnets of a PM generator. The high voltage if stacking several electrets could ionize the air and sort the charges like done in the Methernitha Linden converter.  How many amps should be flowing too or does this matter?

 Can it be just very high voltage and near no current lke being fed from vandegraff generator?

 How long should the HV be connected while electret is cooling in the oven?

 What temperature in oven? 

near the plastic you use melting point 

 Does HV remain connected while cooling down electret awhile,

 or should it be disconnected as soon as electret is removed from oven?

 To connect to Lipo batteries, I assume step down somehow the voltage first to avoid explosions?

One more question;
How long should the electret "cook" in the oven?

If you can sustain a temperature of just below the plastic's melting point for two hours for example, 
Will this make a better electret than one that only cooked for 5 minutes in oven as a comparison?
