Not sure could be cap didn't  want to sink to zero because fields from the rotating magnets or perhaps shorting out the cap had such a pop it froze the meter I don't know it's a really cheap voltmeter could be bad connection too...probably wss the fields like you think.
I did manage to demonstrate importance of not having load on backemf/fly back recovery cap during filling process and to have it disconnected from steering diode during discharge.
worked with it today got draw down to 80ma instead of 140ma, but  rpms now 550 instead of 630...got some tricks coming up running the backemf recoil fly back through some of the  high impedance generator coil windings in series with the cap at end of it at ground with cap in series to ground.  Cut down lenz law big time..tried s1400uf cap too not just 100uf today too...hope to video tomorrow

Hi Warren
Squeeze the core with its motor coil and pickup winds between  another rotor of 16 magnets!  Now you get twice the rotor torque twice ithe nduced by rotpr magmets power too...and the long  core reacts to two magnets at each end from each pulse not just one. The other motor I have here to work on is like that...i hope to run pickup winds and generator winds from this Muller gen into that motor via cap bank, and the pickup/ generator winds from the dual rotor motor in to this one...if it's non reflective output from each it should loop.
Also your samsung washing machine motor has that "wasted" space behind all it's stator motor coils too....Gary Porter wound pickup  winds around and behind each coil in his samsung washing machine motor project with the flywheel and 4 ecm motors as generators on toothed belt

Here is another.mullergenerator I made and tested back in the USA a couple years ago it beats lemz law with magnets behind coils.
Video lasts only lastz about 20 sevonds, I linked this video in my last one too, as I was explaining various ways to prevent Lenz law lugging when you load generator coils,  so here is one way whichnRomero UK came up with ln his Looper and i copied his idea:

Have you given don smiths magnetic wheel a good look ?. It looks a lot like
a Muller wheel but works differently. It sends a flux field stopper between
a set of neo stacked magnets with a multiple
filament cable coil around the set of neos .breaking the flux field in half
causing a big disturbance in the pair and the coil cable .much different
approach .the cables terminate in two caps and the caps end temanate in a
isolation transformer so the system is closed loop.except the secondary
winding on the transformer. He says it puts out big power .it looks simple
low voltage hi amps but I think that the voltage 5 volts could be raised by
extended coil and magnets .no worry about blowing up the scope.it looks
some what like yours but functionally different. One set of mags and coils
would tell if theres anything to it .PS he said that the Russians loved it .

Here is another YouTube video 9 minutes long, this showing the dual rotor design motor genetator...i take it apart in this video and show rotors and  the stator plates and coil  and how it is constructed its not very pretty but runs great very fast.

Here is my wife Sbiatlama doing the talkng for some grins  in new 57 second vide showing the dual rotor motorgenerator running  at good speed at .08 amps  and 15v dc wbile filling same 1400uf cap bank as in the other Muller generator videos.with again pickup winds behind the motor coils.
Future plans are to use pickup and  generator winds grom muller generator into cap to run this motor, and use pickup winds into cap from this dual rotor motor to run the Muller  generator and loop it.

 Here is another video of my dual rotor motorgen showing placement  of hall effect against rotor magnets to make it go as fast as posdible.
It is runnung on  80ma and 15v whem it quiets down and spins at its fastest. I need to setup a pulseout circuit for the power induced into the generator winds sharing ferrite cores with the motor coils and hit a load with that to compare input vs output next.

tested it again, its not 80ma more like 600ma @ 15V for the dual rotor motorgen as is shown in video
 I reduced voltage down to 4.3VDC and it goes great and now 310ma so down to about 1watt input,
 The 15V input is sort of an overkill for the impedance of the motor coils...
