Here's the general idea had to quick copy it before WSJ blocked it with
there hand out for money .
The magnets IEC uses are also highly one-sided, or “anisotropic,” which
means their field is stronger on one face than the other—say, 85% North and
15% South.

In the R32, magnets located in three black towers interact with ones placed
in the two one-ton, counter-rotating flywheels. As the flywheel rotates,
small battery-powered motors move the tower magnets’ orientation at moments
of highest drag. This allows the magnets to accelerate as they approach and
not slow down as much when they pass.

The net force imparts angular momentum to the flywheels that can then be
harvested, mechanically or electrically, IEC claims.

The article is pretty neutral. It acknowledges that there is skepticism
amongst some physicists, but also that some visitors to the IEC Scottsdale,
Arizona facility leave thinking that they have seen working magnet motors.

 Its the same the world over, Some just cant get their minds around where the salt/rocks went, or where the oil came from or there must be ethanol in the plastic cup first and most think its just a trick as cars cannot levitate and still drive down the highway.

You could be thinking of the Halbach array of magnets.
 

 Joe sat me down one day after I printed off the schematics of this design and he showed me how to use the Neutral plates to increase its design potential many fold.

Most people are happy about refrigerators and heat pumps without knowing how they work or perhaps not even knowing that such devices are over unity. If just being a consumer why bother. Yes Halbach array of magnets is Tue one ..Joe ?Flinn? Invented a motor with
facing magnets with a small pancake coil in between the magnets it ran on a
9 volt battery and did 20,000 rpm !.you might be able to find the neutral
zone with a rotation wheel and a weight with a neo on it turned side ways
being attracted to a second neo and by adding material in between till they
lost there attraction and the wheel rolls away .Gary used electric horse
shoe magnets with pots to cut the current to find his sweet spot and drop
spot then replaced them with the real deal .now days with gauss gauges it
would be easer to do .I think it has to be horse shoe made from neos .to
work being vertical for a fast come and go .interesting  not very
complicated .Gary even shows one like that in he's patents but its a
recepercating unit not rotational ..   PS do we need to take up a fund to
get mono out of a Russian jail ?

JamesYou might notice an easy way to make horseshoe magnets from neos.Use a connector bar.These ones on my Kromery work quite well.

I was thinking of using steel cubes on the corners and keep the back end
neos too.something I didn't say last time is don smith has done this but he
used super wire cable with thousands of strand's and rapped it around the
magnets so when the magnetic conductivity was broken the neutral zone moved
a lot there by moving Thd flux alot .its like a generator with the magnets
moving past the coils and cores a massive flux change .he says one set of
magnets with a gap between them and a neutral zone braker produced
thousands of watts at 5 volts by braking the magnetic connection between
the two sets the field shifts back to the individual sets of magnets .allso
you notice he's using coils around the neos as a continuous coil and the
ends end in big caps .theres a tank circuit here so he uses a DC motor with
high speed I think and a rheostat to control the speed why ? well to find
the resonance point of thd tanlk circuit and hitting super conductivity to
pass the energy .kind of simple . he said the Russians love this .Specking
of Russia when is kono getting out of jail ?. Are they doing experiments on
him ? .we should take up a fund for him .just send me your contributions
