Hi Warren and thanks for your philosophical questions. First off all i have a dream to study the universe around our earth. And i hope my invention will give me a chance to get it, and i prepared a project  that i call AEL -  Aerospace electromagnetic Launcher.  But to run it, you need a lot of money. I don't have money's for that ..  so .. i decide to try my technology in something that is less cost and can be raised inshort time - this is how electromagnetic Rifle became. 
 Next, we can’t make people stop doing violence, but we can try to reduce this violence, and make it so that when a policeman tries to detain some kind of juvenile bully, he has a choice .. shoot to kill, or reduce power, and just injure the suspect, so that force him to stop. Now the police do not have such an opportunity, they all go with military weapons, and if they need to detain someone with the use of weapons, then usually it ends fatally.
 From my opinion this can save lives.
