When one is 'sensitive' one can FEEL the Field (no electrons for the enlightened) in an AC line.
If you know where a AC power line is buried, even if several feet underground, one can hold a Neo Magnet and trace the line underground by holding the magnet in one's hand and waving it back and forth and feeling the magnet move, ever so lightly in one's hand tracing the line underground.
BUT
If the underground line is curved, say to go around a road or similar, one can also FEEL a STRAIGHT LINE Field with the magnet as the Field also goes through the Aether in a straight line.
Dave needs to read the word of Walter Russell and how some have appropriated his ideas and pawned them off as their own contributing to the rubbish Dave L relies upon with just a new form of Dowsing rods or calipers.
Dave L's Joecell writings are so backward its difficult to correct the entire mistaken understandings with Joecells.
What Dave L has found is just another Dowsing Rod (SS Calipers) his deductions are not what he thinks they are.

None of the pictures have cells constructed correct or filled with water to the correct level. If Dave is so good, how does he get it so wrong? He "welds" the cells and knows not the added Magnetic Fields he adds and then claims to reverse it with just sparks. This just isnt correct. He STILL uses HHO as his belief in Water. This False Belief WILL give different results to his Dowsing Calipers. A Flawed MIND will give FLAWED Dowsing results.
While he is industrious in his efforts, Dave has NOTHING to save the Planet from Humanity. In fact, he's contributing to its demise by propagating false theories and digging up more copper wire.
If Dave actually had anything that was good, his site wouldnt be 'free'. Giving away useless planet destroying knowledge isnt exactly beneficial. Dave has (probably) ignored the millions of other uses of a JoeCell making his Joecell site technically obsolete or at best a complete fabrication. He and others just havent woke up to the fact JoeCells make nearly everything Tesla, 'obsolete'.
If you cant see past the farm/lab gift Arno, you just arent thinking. What's on offer or on the table is. For the exchange of a farm, you get a working JoeCell that will do whatever you want. Chose wisely as you can ask for one that is a Cold Fusion Battery or an In-Line Magnetic Cell that turns raw shit into drinking water, or an electric cell that turns water into oil never needing an Oil Refinery again. But I am sure Dave L's calipers can dowse better.

Dave L hasnt a clue what water is nor what a JoeCell is. If he truly wants to help humanity, he would rectify his poor understandings on his website. It could be said that a JoeCell operates like a magic wand programmed the same as Dowsing rods. Some consider a dowsing rod a 'magic wand'. Nassim spoke at Swannanoa (former headquarters of the US&P) in 2009.

In the presentation, he says he was going to copyright many things he thought he discovered until he read "Atomic Suicide?" and saw WR's images, then he realized Russell was several decades ahead of him in copyrighting (and I might add in understanding).
In most of Nassim's lengthy presentations of his work he doesn't go into the connection with Russell, but many of the fundamentals of his theories are casually "borrowed" from Russell.
The so-called "Quadrature Field" in the link you posted is what we call in Russell science the 'cathode inertial planes' within a Cube Wave-Field.
God begins each electric thought-wave at a point of His White Light at the intersection of the three inner planes of the cube, which are at right angles to each other. This point of beginning is the wave fulcrum. It is also the point of idea-conception in Mind. It is the centering eye of the inert gas of the elements which springs from that plane. Neither God, nor man, create three-dimensional body-forms before conceiving the Mind-image of that form. Mind-images are thoughts. Body-images are actions, and actions are always in pairs. Thought-concepts are two-dimensional. Actions are polarized extensions, so actions are, necessarily, three-dimensional.
Three-dimensional beginnings, such as VE, are impossible. The electrical nature of this universe demands a division from one plane located in a cathode.

To this I would remind every serious thinker that there is no energy within matter.
Idea is but simulated by matter-in-motion. Science has made the error of confusing motion for energy.
All of the knowledge, energy and method of creating any product are properties of Mind alone. There is no knowledge, energy, life, truth, intelligence, substance or thought in the motion which matter is.
As proof, consider the see-saw. As it oscillates, we say it exhibits energy. But the source, or power of that energy is in the FULCRUM, which everyone knows never moves!
Mind is the fulcrum, upon which electricity manifests thinking in action to simulate a Universal idea.
I'm convinced nobody really understands what 'resonance' actually is and its a buzz word that's thrown around by people when trying to sound competent. A 'background field' can't be 'resonant' at any frequency.
The word background implies 'preceding matter' which is SPACE. Space is full of invisible gases.
Long, low-amplitude waves of low potential and high frequencies constitute the invisible spectrum and low density gases of space, while short high-amplitude waves of high potential and low frequencies constitute the basis for high density solids.
You will notice that the above sentence contradicts the relationship in modern physics between wavelength (lambda) and frequency, which is an inverse-relationship.
However, for example a Sun, which is the highest potential created in a solar system, exists for millions or billions of year. So time actually extends and contracts with contracting and expanding waves!
As a body is created, it is created in a duration of time, which retards as potential increases.
For example we are carbon-based life forms, because carbon is the longest enduring element of the entire nine octaves. As it is compressed from space, its time duration increases, thus its frequency lowers so we can exists for long periods of time.
