They NEVER consider the other contaminants of their acid and base liquids to be part of the reactions even if it helps. And they cant do it without adding to the water. Are they not splitting the impurities?

Really Whitmire? I suppose if your entire atomic theory is based upon Hot Fusion, that’s the only conclusion you can draw. Cold Fusion says the less energy you put in the more energy you get out. Bit like rotoverters. Oh I’m sorry, its more electrons for less.
Following is a story where if one thinks outside the box and adds more electrodes and neutral plates in the electrolysis experiment the results change. I want readers to take note that, less than 5 seconds of 'energy' from a DC power source is all the energy imparted to the water in this story.

The JoeCell exhibits 5 energy forms. Each time one turns on the power it goes to the next cycle or energy manifestation. Alex Shifflier’s Experimenters guide stated this as one needed to get the Cell to Stage 3 or a Breeder cell. He wasn’t told about stage 4 as this is the fun stage depending upon what you call fun, Mr Cave.
Not for the fainthearted and in being a small world this happened in Joe’s backyard (100 miles away) We know the real story. The reporters haven’t a clue.

The following is a true a story.
It was back in the mid 90’s and Joecells were the New Big Bang Theory in the town of Lismore. Byron New Energy even did a video on Joecells and Alex and Peter were busy giving away Joe’s IP with Peter getting free airplane tickets to show and tell his pathetic attempts at replication. This new Big Bang spawned many a new Theory of Everything as even Dan Winter stole for his Implosion theories. These Pyrotechnics Big Bangs are about the only thing one can replicate when building a JoeCell as most build out of alignment Field Devices.
There was this kid aged about 12 in grade 6 who wanted to take a Joecell to Show and Tell. His name was Bates. He pestered Joe till Joe gave him a small fit in the palm of your hand cell to take to school. At Show and Tell he got up before the class and proceeded to activate the Joecell to Make Bubbles where he tried to light them with a Match as the implosion Pyrotechnics are spectacular. That’s the reason for Show and Tell. (apart from the system finding out what really goes on in the home so Child Protective Services can be informed if necessary)
So this young Bates kid powers up the cell and tries to light a bubble with a match. A light from a cigarette lighter being from a Piezo Electric Source changes the Bubbles Pyrotechnics so matches are preferred. Bates first attempt saw the match flame out, so he turned the power off and got another match to do it again. Well he had 3 match flame outs and no Pyrotechnics. The 4th time the match lit the bubbles on the Cell. The resultant Implosion sucked all the windows out in the classroom, and half the windows in the school. It sucked all his eyebrow hair off and all the hair on the front of his head. Master Bates was looking quite a fright from Stage 4 Bubbles. Joe had to pay for the window damage. All this from a few seconds of DC energy.
JoeCell bubbles are so not anything like H & O. This is because the bubbles are derived from the Magnetic Field by energising neutral plates, rather than DC current energizing only two active plates in Electrolysis.
Joecell plates never Oxidise. The gas production is near unlimited between charges of the car battery.
