Great link Norm, they have been hiding this since SA came out.  I
thought we were all going to have lasers on our roofs rather than
micro-dishes after I read it back when we had the 12 foot dishes
everywhere.  There was an incident in Afghanistan where someone with a
backpack mountable system took out one of our birds. Assume it was
Russian designed and using PCM based on the alleged damage which pointed
to a high power laser.  I think the thing punched through the skin of
the spacecraft but don't quite recall.  The beam was triangulated down
to a footpath in the mountains so it was likely brumby mounted or on
someones back.
Also back when the Scientific American article came out I was working in
lasers.  I tried to get optical grade BT everywhere, no luck.   We were
able to see the argon laser at a university with the BT demo just like
the article.  The Professor said if you think that is something you
should see Lead Zirconate, what do you mean we said, I can't really talk
about it...
