Your 9 ? Rotor magnets just means you need to be all N on polarity facing no big deal.
Also no big deal on the extreme Lenz braking you saw that just means it is making twice as much.power as normal design generator since both ends of Rotor magnets are doing wprk, not.just one. And so you get more Lenz braking too but also it becomes superiormotor design too.
.imagine power.you will have as motor of 9slat copper commutatorand 10 motor brushes e wry 36 degrees. ( if yours is 9magnets and 10 coil positions)
I would suggest copper commutator and brushes if you want to try peak coil shorting to beat Lenz law braking.  Airvoils should l work fine with it, or ferrite coed will too.
 Just have ability to do very short.pulse widths and try multipme shorts per peak period too.trick is filling vsps only dump caps by themselves to load in two stage.process.
Other way to beat.lenz is the Thane Karl Heinz approach find the sweet spot window in rpms where the delayed Lenz effect works...for 9 rotor magnets I will guess 4000 rpms around there so you might want to belt and pilley.it to a motor for this and have good control of rpms for.this too since window will be narrow, such as under 3900 will not work and above 4100 will not work...coils  impedance and inductance matter a lot as well as the loading too ...i don't think airvoils will notwork so well for this but mightnot treadmill motor and variac might be good for finding rpm window for delayed Lenz at first.
