But this address doesn't work anymore.
There is no guarantee that this figure is correct. To me it could as well look like the shaft going right through the device and the secondary flywheel is free to rotate if it wasn't for the helical wire or spring between the two flywheels. The question is which flywheel is connected where? One end is the input and the other end is the output.

That video is really indistinct but I cant see if the shaft is either segmented or has a key way with permanent magnets, can you see either of these things?

The toroid ring is the stator inducing current right into the shaft to turn it like an induction motor. As can be heard it is in the form of pulses. There is probably two sets of winding on the toroid. At least the magnetic field has to enter into and out of the shaft to form a closed loop. Thus it must leave the toroid somewhere and enter back into it somewhere else after passing the shaft. Minimum two poles are required but four could be used to force the shaft in the right direction.

What is the thing that looks like a torroid he mounts around the shaft?
Could this be a shunt wound DC traction motor with the field being
switched off to speed it up and the flywheel compensating?
