Is it a voltage dependent capacitor? At discharged state its serial resistance is high. This could make its capacitance high. At full charged state its serial resistance il low which shorts out more of the capacitance or perhaps it is the other way around. This can be tested by some experiments.
The parametric change of the capacitance is probably the simile of a battery to a varactor diode. This can be used for parametric pumping like converting heat into electricity.

At discharged state it looks like a battery has great capacitance for charging while for discharging it looks like the fully charged battery has great capacitance. At fully charged state it looks like a battery has low capacitance when charging it. Or it could look like taking more charge while splitting the water molecules. Hector I guess you have measured what happens? The charge/discharge curve may tell something.

As varactor diodes have capacitance in the pF range what about using ceramic capacitors. Some classes may drop 80% in capacitance when changing from low voltage to max voltage. I know someone that watched a demonstration of a self-runner at a free energy congress using ceramic capacitors in an oscillator circuit.

The imaginary part j or square root of -1 means reactive power. This has to be changed to active power without having to take active power from the source. A parametric change in capacitance ought to do this job as a decrease in capacitance at constant charge means increase in energy.
The characteristics of varactor diodes and ceramic capacitors are both nonlinear but in different ways as seen in the above figures.
