That's a lot of work  and money put in there might as well go for  a monolithic bunkerized foundation and a choice of available prefab storm resistant winter isolated steel buildings .. floor can be treated with temperature insulated ceramic coat were no heating is necessary  other than the normal heat pumps in the market .
