James! Your mention the use of caps in the NV voltage divider instead of 
resistors is an interesting idea!

Lets take a look at HV electrostatic charging!  Hypothetically lets take

Ok! Guys, we have to think everything backwards here!  With the Felici 
Electrostatic Generator we have a HV potential of an million volts and 
it outputs 3KW in useable power. As shown in the Marx generator example 
with 12VDC input and 180 KV battery powered unit lets play the game 
backwards.  We have the HVDC already, so lets set up our voltage devider 
circuit so the we are in effect dividing back down to the lets say 13VDC 
to charge our batteries! Don't say it can't be done.  This way we can 
use the HVDC electrostatic as our power source and utilize the output at 
any step down voltage we want.  We already know that the Felici 
Electrostatic Generator is doing something very unusual in that it uses 
HIGH PRESSURE PURE HYDROGEN GAS as its working electrolyte or dielectric 
media. I contend that it is an Aetheric energy tapping device!  Just 
think about this if you will!  Norm
