DUH!   Please re-read the page 25 from the Colorado Springs Notes, for 
Tesla laid out the fundamentals of how to pulse the earth with negative 
unidirectional longitudnal waves using a magnetic quenched discharge 
tube.  Yes ! This was his magnetic rectifier via a rapidly quenched 
discharge tube.  This is precisely how the Wardencliff system was going 
to work with the huge underground earthing grid. Sort of like Hector 
deep earth ball.  His findings while experimenting with Telegraphy in 
1899 allowed his ability to radiate pulses into the ground at .020 A or 
20 milliamps at 200 VDC pulses (unidirectional with negative polarity).  
The elevated antennae terminal carried a positive charge.  Tesla, the 
Master, left this vivid clue as to how your ground pulse approach should 
work.   You do not have to re-invent the wheel for it was given to you
