Europe is now standardized as nominal 230V under the allowed deviation values even though many countries operated anywhere between 220V to 247v.  So i cant see an issue with an AC pump with a plate rating of 230v 50hz running on 220V 60hz apart from running slightly faster of course.  I wouldn't try to modify an air unit to liquid as the calorific throughput of the gas design  is vastly different.  With air a lot of BTU's are moved on a small temperature gradient. You want to feel some heat in your pipes so you need less transfer more heat which means a complete redesign.  

 

 Best way to save heat in your workshop is keep the large areas cooler but comfy enough to keep out the damp and cold then have a small workshop room well heated and split air unit on the wall can do this no problem still get a COP of about 4
