Yes there is a distinction the Aether travels along in rivers and eddys
which move with the magnetic field of the planet.   With a transmission
line it acts similar to a coil with short sharp shocks there is charge
bunching which raises voltage, how the aether and conductor interact to
perform this function you may be more familiar with.
