Ole, yes you are entirely correct about once the charge starts moving
and that it is relative.  When the charge is stored in the cap the B
field is fractioned out and decoupled until discharge.  Leigh Page also
has some interesting data concerning relativistic interpretations of EM
and also gets into Black Body radiation from an interesting standpoint.
