During the testing of our MRA, spring of 1995 Hal Puthoff sent me the 
following letter regarding his trip to Russia to test the Chernetsky Device!




This is his trip to Russia after destroying our MRA with a faulty test 
proceedure which made MRA only 50% of unity!    I talked to Puthoff 
after his trip and he said the Chernetsky Device was not over-unity.
