Have you tried building the diode plug to work on harmonics of the root
frequency?

It may help if you build the diode plug with the decade box concept like
rotoverter in order to tune the device while operating.  Try using
silver mica or glass capacitors for fine tuning after the course tuning
of the oil caps.

Q as you say is very R dependent and this is determined by the design of
the transformer you have chosen.  One hopes the designers have done
their best but there is always room from improvement such as the
annealing of copper that Norm brought up and the use of more expensive
core materials that ring better than silicon steel such as amorphous
strip wound core or Hyperco 50a.
