If one takes what Norm says to heart, which I don't know why one
wouldn't as he has a hand up on most of us, the issue on your Smith
device needs to be tuned to make a neutral spike and receive the ping
back.  Look up "lightening return strike"  Start with getting the spike
then tune for the proper phase to suck it back in.

First you have to be able to send the proper width and amplitude pulse
and then receive the echo from a well grounded rod.  Part one use a
battery to undertake this experiment as many bench supplies and such I
think cause problems with their grounding scheme interfering with this. 
Part Zero- don't forget the ground, even Don Smith said it would not
operate without a ground.  You can't get something for nothing plain
resonating is just that until it is taken to the point of such high Q
that it pumps a core like a laser then there are some nuclear resonant
points one can derive energy from.  On the other hand the neutral spike
sounds like a much easier way to source extra power.
