A better definition of OU is OU of the power factor where OU is when the output power exceeds the input power. This makes the product of the tension and current of the output exceed the product of the tension and current of the input before having OU. Else every voltage step up transformer is OU and step down transformers that are actually current step up transformers are then OU current transformers.

To make a self-runner the output power has to exceed the input power no matter the input to output voltage ratio. The output voltage can actually be small while the input voltage is high. This is the true meaning of an OU power factor.

In an open ended transmission line the voltage is doubled but the current is zero giving no power dissipation. In a shorted end transmission line the current is doubled and the voltage is zero which also gives no power dissipation. The voltage has to be doubled at the load impedance to give double power dissipation.
