Yes. This is in accordance with the theory of Wilbert B. Smith. Smith tells a particle dies if stopped. Compare it to a smoke ring or a vortex. It one of those are stopped they stops their existence. Thus the charge in a capacitor has to have the charge carriers (electrons) constantly on the move. The same applies to a charged ball. By having equal amounts of electrons moving in opposite directions at all times the magnetic fields cancels out. Thus we see only the electric field. The motional electric field isn't cancelled out according to William J. Hooper's experiments and is suspected by Smith and Hooper to be causing what we call gravity. Put simply everything is made up of waves and waves only exists because they're on the move.

Ivor Catt's anomaly was finally solved but leaves a problem with Faraday's law of induction which may be in error. This is blasphemy in some scientific circles which makes them not touch such things.

 I've got a pulse generator patient/drawings that uses many lengths of charged coax with one contact the closes at close end to load.
