That rotor looks just perfect as a secondary as it is laminated and thus shouldn't heat any more than a transformer. Now that we know how Pierre Cotnoir wound his stator by having a coil around each single pole between two adjacent slots. You could first do an experiment with a normal Tesla rotating field and with the rotor locked in place as Pierre Cotnoir's 'rotor.' At least this is done in the two patent applications claiming excess energy output. If that doesn't work the windings has to be removed and replaced in the way Pierre does it.

Of course it is only possible to make the rotating stator field if the stator has more than two poles?! By DC magnetizing the different coils of the stator the poles can be detected by a small compass or a small permanent magnet. At DC only the resistance of the wires limits the current. Thus don't apply too high voltage for such a test or use a resistor like an incandescent lamp in series with the coil being tested.
