yes there is a big Islamic terrorist problem in Russian territories Russia is very seriously fighing them and killing lots of them in Syria and has pretty much defeated them there at least..
While the USA propaganda spin is that USA destroyed ISIS but in fact the USA funded and supported and still do, various Islamic terrorist groups in Syria,
Policy under Obama was to use these terrorist to overthrow Assad President of Syria (but all Israel/USA really wants is for every country near Israel to have their regime overthrown so countries are divided and only war and chaos internally)
Now policy is trying to keep control of big oil fields in Northern Syria under pretext of fighting ISIS still in Syria but Syrian ISIS is defeated and survivors have fled to Libya, Pakistan, southern Russia too, which is Muslim territories and where these people you mentioned were killed.

Nice to walk streets at night here in city of Minsk without drug dealers every street corner for 50 block stretch of road, and knowing all are fully armed with automatic weapons. as it is in any US city...
