 Exactly. Over here we use SI units. Some others countries are still using the old imperial units or other old units that need a lot of correction constants. Hz is 1/s = s^-1 or per second. Cps is cycles per second.

 Only after one second! 60cps = 60Hz is a full cycle in 1/60 second or 60 cycles in one second.

 This is only true for a one second long period of time. A longer or shorter period gives more or less number of pulses at the same frequency.

 Each cycle at 60Hz is 1/60 second long (=16.66...ms). By splitting in a positive and a negative half phase the pulse length is half a period long (1/120 second = 8.33...ms). The repetition rate is still 60Hz. There are just a positive half wave and a negative half wave.
 
 About the thyristors it says apply according to their datasheets and use protective network.

 just ask yourselves why military engineers choose them over other
 type of devices ...
