If a Govt Lies to its citizens, is it not a 'non representative' govt? Or does the Govt behold to another power?

 Having met four people who have been 'abducted' and read the stories of many others who have, coupled with my own dozens of encounters with reality defying sightings, one must ponder upon all the possibilities. For a Slavery system to be controlled by the chains and shackles of Energy Distribution, the Control Masters must keep secret such technology. When the control mechanisms are firmly in place, then the acknowledgment of visitors or even perhaps the acknowledgement of ownership of the planet can slowly come to light.
