I can charge  a large capacitor to 200KV and have 10KJ stored energy just sitting there with no external electric field.    ??

The field is inside the dielectric layer which may flash through due to the tremendous pressure from the electric field. This video also shows the theory behind the charge distribution of the dielectric.

It may look like the charge carriers are even and static distributed across the conducting plates. But according to Ivor Catt's theory the charge carriers are continuous on their move reflecting each time they reach a discontinuity of the conducting plates or the dielectric. Going even further Forrest Bishop suggests that the electrons reflects or bounce off between each atom when the signal speed is slower than the signal speed in vacuum which applies for dielectrics having greater dielectric constant than that of vacuum. This is true for non-air and non-Teflon capacitors.

Having the energy or fields confined in the dielectric is also used in coaxial cables. Only the motional electric field is seen from the outside. But this field is extremely weak compared to the electric and magnetic fields inside the cable.
