What he built was a Farnsworth Fusor.
Not really what most people consider a fusion reactor.

Now for something related that may lead to a fusion reactor.
I was told by someone that was once heavily involved in esoteric
government stuff,
that he had seen on YouTube a couple of collage students did figure
out how to do plasma containment.

They didn't do it with any fancy magnetic containment exactly, as that
hasn't worked yet for anyone for any useful length of time.
What they did was mechanically rotate the containment (which he didn't
describe other than as 'arms' coming up from motorized base) around
the plasma.
They solved the problem with a simple mechanical solution that no one
before them had thought of doing.

My source said that the video was removed and those two students could
not be located. :-(

Yes, is the production Neutrons in quantities large enough to measure,
is considered Fusion.
Usually done via Helium3.
