Hi Lutz,

 This is Tesla's current regulating transformer or ferro resonant transformer. Tesla used a ring core with an extra ferro (iron) layer on top (torus) as the magnetic shunt. Other ways are by using E-I or double E cores with the windings placed at the top and bottom of the window and then separated by the magnetic shunt in between the top and bottom coils.

 like smoking Lenz in the pipe. But does the absence of Lenz's law mean OU 
 in any case? 
 
 If there is someone trying to understand this patent, I would appreciate 
 being able to learn his opinion on the marked sentence in red.

Tesla didn't have grade 52 neodymium magnets during his lifetime to play around with and create motors and generators with,  so I wouldn't call Bill Muller at leaxt, a follower, rather a pioneer in 
overunity pemanent magnet dynamos and motors.
About that quote, looks like that is a  sort of constant current output from secondary sort of transformer (AKA Ferro resonant)
But what looks to be  left out is the minimum amount of current and voltage needed at the primary to sustain a constant current at the secondary load so if this is some sort of overuniyy all by itself transformer i doubt it otherwise this would be mentioned by MR Tesla in patent just what expected efficiency is (maybe he does?)
As for Lenz free rotating generators if you have one That puts out around 50w and spins easy,  hook.it up to a good rotovertor motor shaft and it will be OU.
