There's most drag on the rotor when the load impedance matches the source (generator) impedance (https://wiki2.org/en/Impedance_matching#Maximum_power_transfer_matching https://wiki2.org/en/Impedance_matching#Maximum_power_transfer_matching). At open load or shorted load there's no active power leaving the generator. I.e. max voltage times zero current or zero voltage times max current both gives no power. If the output coil was loaded with the impedance that matched it the drag would be maximized. For a good brake the energy has to be removed from the generator and dissipated somewhere else (or converted to heat inside the generator).
