If the generator has high output impedance like the one J.L. Naudin build (https://sites.google.com/site/freeeeenergy/devices/pulsed-drive-systems/kromray-converter/x) it's only natural for a speed up because of the great impedance mismatch to a short. His output impedance was greater than 100 Ohm. This makes the power reflect back into the output coils. When the output coils have low impedance and the wire making the short has the same impedance as the output coils the power transfer is maximized giving the best braking. At least this holds for normal generators. As we don't know the power transfer the conclusion of OU can be wrong. The short circuit makes the output coils reactive meaning they take back power after giving off power (i.e. the voltage and current are out of phase).

Of course there can still be OU at the correct load impedance which is different from a short as an ideal short doesn't dissipate power. For active (real) power dissipation some resistance is required.

So I made more and I'm all set to give it a bad day when ever it comes back ..I also pulled out my ionic generator and cleaned it up going to plug it in when I sleep to kill every dam virus and micro damnation in the room . when you sleep with it on you inhale it and it kills what ever in your lungs too!!. So not bad all-round it hit me and I hit it harder . like they say in austy country no worries Mon..
