That is very interesting. I also think magnet laying in side is an important arrangement too, if we want to get the "other" effect. This remind me of some implementation that use rotating powered coils in wheel, which is also laying in side which also report unusual effect. Effect is stronger with stonger current.
You should try to run the wheel in horizon position and see if there are any change in weather, for example a change in wind speed, or maybe a hole (in the clouds) in the sky. Observe the wild birds reaction too. If there are more birds chirp around your house, then it is a good result.
If you run it vertical, then it may somehow work similar to david wells device (which he use to tame storm), which produce opposite "other" energy at different side. You need to observe the change of "other" energy at its side.
I once try rotating crystal which I arrange side ways too. "north" and "south" arranged sideways. It trigger reaction instantly in multiple test (change of wind speed, maybe clouds too), but I am not sure if it is good or bad reaction.

I am not sure which rotation is correct. According to theory / testimonies, if we want to maximise pushing then we rotate counter clockwise with the "north" part point clockwise. But I am not sensitive enough to verify.
Other than pendulum, you can find crystal polarity by freezing the crystal. If you can put the crystal polarity vertical, then "north" would have long bubble length:

I too, noted that the wheel charger when not turning, performed quite well, just jiggling back and forth, a bit, as my wheel is 30" in diameter.
People have obviously done some interesting experiments with their Bedinis, (like putting them underwater) I had not heard of that one before.
My device is built to take 18 coils, but I only attached two, one of which later became a successful Rene charger, having first started out life as a sold state charger/ generator, that never worked for me, with that original circuit I was following.
That sharp cut off does seem to be key in these events
Years later, when I got some instruments, I found that my 18 magnets arranged around my Bedini wheel were actually layong on their sides, one end N and the other S giving a reason perhaps for the high performance I was getting from my device, compared to other forum members. Each revolution would then give 36 off and on switchings, quite a higher frequency .
I keep moving on, chasing the elusive rainbow, just over the horizon, just to see what is there.
I admire those, who exhaust the full potential from their experimental devices.
