Can you clarify that a bit more, how does one create magneto-electric?

Opening a locked induction motor??   Breaking a closed magnetic circuit?

I have also discovered that there are energies which normally annihilate,
this relates to apparent virtual particles which is not annihilated to
quickly gain more substance over time...

I am happy to go into that if interested, basically it seems to be a
connection between my work and quantum physics of virtual particles and
what happens when they aren't allowed to immediately annihilate.
