We used to make these for Tesla coils, just buy the thinnest glass you
can and sandwich foil, add a bit of adhesive or jbweld and nothing will
move, it's not encased in glass but second best thing.  If you keep the
plates circular and the same size can get some pretty high Q also.  Only
hassle is tying the plates together, best way is to drill holes around
the circle so there is the least possibility of shorting, stick some
wirewrap wire through and seal with silicone.  To solder the wire to the
foil put some high temp oil like grapeseed to lock out the air on the
solder joint the solder.
