 One cannot understand Cold Fusion with the wrong Atomic Theory. Its that simple.

 The "100% of the time", question is a two fold answer, 

 (1) Its a Field Science product. Understanding that ALL in the vicinity of the experiment is part of the experiment or Field.

 (2) Its a Water Based experiment, as Everything is a Water Based 'element'. Where even 'electricity' is Water. 

 

 If you want electricity from water and Pons tried, then water must be electrical. All gases are water vapor, distinguished by their Density which is the 'electrical' Frequency or Magnetic Resonant Field Pattern frequency. Electricity changes Density which changes its "atomic structure". For a room temp Low Energy Nuclear Reaction. Ozone is another misunderstood example being a product of a Magnetic Field.

 

 Unless some one has another reason why electricity ruins a compressed Nitrogen strut explaining the Atomic Structure on how this is accomplished.
