They used water diesels in the US during WW2. I knew a guy who's
grandfather had a large farm and was given a device to run his tractors
on water during the fuel rationing. Very likely it simply preheated and
atomized the water. Look at Norms critical steam systems, extremely
interesting. All that is needed is something to super heat the water so
some of the fuel component is available with the expansion coefficient
of the water vapor, easy peasy.
