Newton was talking about action and reaction of masses when applying a force on them. At least this is one of the laws he gave.
Apply 'the Principle of Inversion' given by W.B. Smith to get levitation. W.B. Smith together with W.J. Hooper suggested that gravitation is caused by the motional electric field which is given off by moving charges like electrons orbiting a nucleus. The motional electric field seems impossible to shield just like gravity and may actually be the cause of gravity as all matter contains moving charge.

My guess is that he is using the motional electric field to achieve levitation. He may be resonating electromagnetic fields as it takes some time to adjust the devices before the levitation effect is achieved. The energy must be built up.

Do you suggest other names for the effects?! What would be placed instead to describe what is known as gravity and the electron? There are different theories describing the entities. The best theory or an even better theory could be used. What is your suggestion?

Given this premise is wrong, it MUST follow everything else is correctable.
This site even uses 'gravity' in its explanation. Gravity is an EFFECT, much like a shadow is an effect of two objects. An effect has no function in physics as a modus operandi. (well you could argue what is a catalyst and I could fix your thinking)
