Moray, been digging through my archive of old messages and found this 
gem form old Woody. I was fortunate enough to sit down and visit with 
Ken and Hal at a New Energy Conference at Denver at which we discussed 
the micro plasma and the use of Electrostatic generators to charge 
capacitor banks used in his charged cluster experiments.  You will find 
this very interesting.

Hi, Joel (and Dennis...) I caught your note about Hal Puthoff's paper
and thought I should remind you that his notion of using plasma to tap
zpe is EXACTLY what I described to you concerning "e.v."s, the micron
sized plasma balls of pure (to .00001 %) electrons which are bound
(as best we can tell) by dielectric forces overcoming the natural
repulsion between charges. The patent # is (if memory serves) 5,018,180,
from 1991. I've spoken to Hal several times in Austin, but he and Ken
Shoulders are somewhat on the outs in the working sense (Hal just isn't
a great tech man). In any event, you might want to ask Steve Gantt
about his work with the piezo clicker on ceramic bowls and the like.
All you need is a high-V negative pulse (the shorter the better), a (+)
ground plane insulated to prevent recombination, and an emitter which
is sufficiently small and sharp to "ram" the pulse across a gap to the
ground plane, where it will run around UNTIL it finds a place to
recombine. You will note that while the "e.v." runs around, you may tap
juice from it inductively (60V @ varying amperage). Our old measurements
gave 1/40 watt PER COIL in a xenon tube, but that was a grossly
inefficient experiment - just a number to go by. The "Blue Lightning"
toy that Sharper Image carried used an electrodeless discharge
(insulated cathode driven at r.f. Hz @ 2kV in a mm. width dielectric
tube plus a virtual cathode ring of metal app. 1 mm. from the emitter
cathode). The toy basically powers itself after startup - by
dissipating the heat from the e.v.s over Kevlar and tapping the juice
with a 1.5% efficient thermocouple! If inductors were wound around the
glass enclosure, and the dissipated e.v.s were collected via a
capacitor, etc., this "toy" could run your tabletop t.v.! That is to
say, the toy runs at break even or higher by gating back perhaps only 1%
of its output! The patent mentions that decreasing the duty cycle and
pulse width could give 96:1 return per pulse for a 2 ns. ev. E.v.s ar
so exquisitely sensitive to ANY e.m. disturbance that they act like
"black holes" to e.m., including zpe. This is true even when they leave
ionization streamers in xenon, which is the genuine beauty of "Blue
Lightning". I've been unable to find them since they came out - aside
from one that Ken has, the only others I've seen were at a store in
Albequerque. You can make a lesser version (with "impure" e.v.s) by
simply clicking a piezo (Bic bbq lighters have good ones with triggers)
through a xenon tube, taking care to attach the cathode wire correctly.
We found earlier that a 555 oscillator pumped through a flyback or
induction coil was far too hot for good generation in tubes, but gave
BRILLIANT results when the current was attenuated by 20 megs or so
resistance in series with high-V caps to make a LONG RC constant. Then,
the formerly thin streamers and corona discharge went away and gave us
bright white streamers which are a sort of "trademark" of e.v.s in gas.
Using the clicker, you may notice that the e.v.s occasionally leave the
glass envelope - they are known to bore through sapphire and diamond
with equal ease, given enough energy. We also demonstrated the
regenerative capabilities of them by passing a pulse in round-robin
around a series of tubes, and observing them "skip" across a pc board
with copper lined holes. The main parameters again are: a fast high-V
pulse discharged ONTO an insulated positive ground plane (cathode is
emitter), with the insulation preventing recombination of the e.v.
with the anode. The other parameter is that of emitter dimension in
relation to voltage - the smaller the emitter, the shorter the gap, the
less power and voltage required to generate e.v.s --Ken builds his
around 20 microns or less using silk screening on polyimide plastic.
The plastic is covered with glass frit or aluminum oxide . Oh yeah, did
I mention that you can deposit diamond coatings with e.v.s by passing
them through the right gas combo? With small emitters, the voltage goes
down to 100V or less. A shirt pin sized emitter takes 10 kV or more,
depending on gap width, etc. You can make a relaxation generator by
charging, say, a 1 nf cap to 3-4 kV, which in turn connects to an
emitter with a gap width under 1mm. in vacuum (air). when the voltage
is high enough, the cap discharges, et voila! You need to remember that
e.v.s contain 10^11 or 10^12 electrons per, so calculate your voltage*
capacitance product to insure sufficient charge. A current of 1/10 micro
amps equals roughly 1 e.v. per second. My plan is to try a dry pile
of 1-2 kV connected to the capacitor as I described. By gating feedback
to the discharge capacitor, it should be possible to build an almost
passive free-running device - no active switching, etc. Well, I'm
burning cash as I write, so I'll get off for now. Dennis - check this
out, only remember, it IS patented. Ken Shoulders holds rights on
everything BUT energy generation, which Church still owns. On the other
hand, Ken thinks the patent can be beaten, for the simple fact that you
can't patent a phenomena of nature, only discrete devices. You can do
anything you like as long as you don't try to market it. Several groups
of investors have come forward on this stuff, which can also make a
desktop supercomputer on plastic, running at 1 picosecond buss speeds!
Yes, you can make a self recharging battery with the stuff, and some
folks are already at work on this notion - I won't say who but you
might guess they're from this neck of the coast. The investors, I might
add, have all been duds, with one small exception, so the field is wide
open. Simply give Ken his due if it's marketed - he has been through
hell and back to get some of this stuff out. Oh yeah, Ken - he designed
the 1st integrated circuit in 1958, 2 yrs. before Noyce and Kilby, but
got shut down as it was coming together. He went on to design the first
quadrupole mass spectrometer, and several other fine things. Good luck!

Hi, Norm. I thought I should let you know that one of Ford's books
("Homemade Lightning") mentions a child's toy of the 1880's that
consisted of a metallic rotor app. 1" long mounted so as to spin freely
between 2 electrodes (like a radiometer rotor). One electrode connected
to a conductive plate mounted at an elevation (to use the natural earth
V gradient), while the other electrode went to ground. a capacitor was
mounted between the elevated anode and 1st electrode. This design is
essentially identical to one of Tesla's passive devices which used the
same arrangement, the difference being size and the addition of a
commutating rotor. In the case of the toy, you have true free energy
producing kinetic power until friction wears out the parts, all from
GROUND current. By using different plates (antennae) and more caps, etc.
it is possible to draw quite a bit of juice from earth voltage gradient
alone. If supercaps were used (charcoal+acid, 1.2 V/layer), it is
conceivable that you could draw substantial power from a computer sized
module, so long as the antenna is elevated (the higher the better), and
the ground connection is sufficiently deep (6 ft. or so). It continues
to surprise me that no one around here wants to try this - it is
simple, cheap, and reliable, with nothing to break but the rotor, if
you desire to use a commutator, (and I'm not sure that is necessary).
I havn't, for the simple fact that I've got other squid to fry, and
this method is obvious, if not portable. I figured that the kid's toy
would be a good promo product to raise research funds - stamp some
metal, shape some plastic/wood, et voila...$.25 makes $5.00. I know
from your posts that you have a shop, and are talking about a lab with
Jerry and crew, so you guys might fund it with this - hell a few extra
hundred dollars a year might be the difference between rent ot no rent!
Along the way, you can try a bigger version, or consider using ONE pole
of a dry pile for the ground (-) connect, which might make it
independent of soil. I also recall that Tesla made a device which
emphasized extra high inductance/capacitance with low resistance and
was UNGROUNDED. It functioned as a tank circuit "sponge". With a
resonant Hz around 10 Hz or less, an underdamped device attenuates
everything down to the critical freq., the kicker being that the cap
stores the charge resulting from all those signals being damped IN the
device, i.e., the device damps all higher freq. energy coming in, but
stores it as opposed to merely dissipating it. A 10 H coil and a
multifarad supercap will all fit in a coffee can, to give you a hint of
the size. I don't recall the power achieved, but a small one may well
run a tape player or such.
