Yes almost. At least it's being done with homopolar motors without actually reversing the rotation to a new speed up. Homopolar motors are the Faraday disc type of motor which is a DC motor or generator of very low impedance. The homopolar motor is spun up to full speed over some time and then braked at full current in very short time. This gives a pulse of very high current.

Tariel Kapanadze uses powerful pulses in his mechanical free energy device. It's a very noisy phenomenon like fast hammer blows. An analogy would be a falling ball hitting the ground and bouncing back with almost the same speed that it hit the ground. The ball has the mass and speed of the rotor with perhaps a flywheel. The rotor won't decelerate at the same speed as reversing the magnetic field rotational direction. But it will try to do it the best it can like if the bouncing ball was an elastic basket ball deforming and then getting back to its spherical shape. A hard steel ball is elastic too but in in a stiffer way than an air filled ball.

I only see an idea in pulses if free energy can be released like in what Kapanadze does. He has two flywheels and an impulse drive. With only one flywheel it would be like a ball only returning to its initial height after bouncing. For free energy it must bounce back higher than its initial energy.  Let us consider how to conceive a motor that gets to speed, and then reverses, capturing all that current, then runs the other direction to hit full speed, then reverses.
 Somehow, I am sure someone must have tried this, faced with some motor drive of something.
 I had to build a full sized aluminium man who could break dance to music for an artist. I was supplied the servos by the artist who was an early pioneer of machine programming, and had matched his very expensive, at that time, permanent magnet chopper driven servos, to his prototype driver boards. I looked at the weenie shafts, and said "no way can these handle the torque, splined or not"
 Sure enough they didn't even lift the honey comb aluminium arm, the motor shearing off its own shaft, with tremendous torque, that that little motor in chopper mode produced.
