You dont need a lot of power, large powerful arcs are certainly not required. Use a single transistor Kacher Bovine tesla coil or TV Flyback. Better to use Direct Digital synth to generate RF to 0.1Hz resoultion which is what i have just built.   2 amps is more than enough or about 1/4 inch streams to screwdriver tip. The trick is all in the timing to hit the sine peaks like Kone does but that is when your HV packet is turned on.  You need a push pull driver too and some hefty large ferrite rings or TV yoke to make a traffo. Run it between 20khz to 50khz. Got to find the sweet spot for your setup.  When a coil is tuned for max VARS standing wave like RV you can have huge amps and volts in circulation but very little real current loading. Some of this reactive current measured with amp clamp ie 250 amps is skewed during the sine whacking and converted to real amps perhaps 10% skew = 25 amps and the tesla voltage is added to peak sine values lets say 200v * 25 amps = 5kw. This is Kapanadze, Ruslan, Akula, ROman, Peridov sysem basis.  There is now at least a dozen public replications of this in the last few years mostly from Russia, Latvia, Ukraine, Poland etc. I think they have learnt to keep the TV turned off:)
