This would only apply for steady state DC. Copper rails have inductance and resistance as well as capacitance between them and to the ambient. Thus treated in an AC model it can store energy and have crests and nodes along their length when waves are traveling along them. This was exactly what Tesla demonstrated in that experiment.

 Just like Stanley Meyers Hydrogen Buggy invention, it never even looked like what has been shared with the public. Stan's semi- complete device had only three parts, 1. the spark plug and optics connected to it, 2. A connection to the distributor, and an onboard computer.
