George! I lived in Europe for 4 years and we had single phase 220VAC.  
Here in the US, in domestic applications. Delta-Y stepdown transformers 
(domestic consumption) we have 120VAC single phase (one leg and a 
neutral. Also single phase is two legs L-1 & L-2 = 220VAC (single phase) 
no neutral!   Although you are measuring between two of the 3 legs, it 
is still considered single phase power.  That is for a Y transformer for 
it has a common neutral point to all three legs.
