No. Searl actually used rare earth magnets while the rare earth metals were considered as just cheap junk. He said that the longer we wait to build a Searl disc the more expensive it will be. Today rare earth magnets to build a Searl disc will be very expensive.

Though this design below claims to use the rare earth with a correct effect though it sounds as if the rollers are stationary whatever that means.  Found the original whole article which was still  lacking data. I could do with a better description since this is of personal interest.
