My guess is that with dark rays Tesla meant rays invisible to the human eye. That would be heat rays (infrared) and ultra violet rays as well as Röntgen https://wiki2.org/en/Wilhelm_R%C3%B6ntgen rays (X-rays) and other shorter wavelengths emitted from the sun.

Tesla is also claimed to have been able to make dark light which would be removing visible light from an area. This he claimed could end wars by shutting off all light in an area. If the aether or the medium responsible for propagating electromagnetic radiation was somehow altered to change the wavelengths of the rays to outside the range visible for human eyes the light would disappear. This would probably involve manipulating the tempic field of W.B. Smith. If changing the vacuum permittivity or the vacuum permeability the speed of light changes too.
