I tried something almost similar with a neon lamp. When shining an UV LED on the neon lamp it turns on at less voltage. This happens because the UV light ionizes the neon thus needing less voltage to ionize to start emitting light. Fluorescent lamps use UV light from mercury to agitate the fluorescent layer. White LEDs use either UV or blue light for the same purpose. This UV radiation could be enough to partly ionize the xenon tube to ignite at less voltage. A Geiger-Müller tube uses the same principle of break down by incoming ionizing radiation.
