I don't think the circuit is correct . 









This is correct and simpler to tune  (start cap omitted )  cap value in farads equals loaded transformer in henrys 

capacitor circuit is  136VAC  

primary of transformer is 120VAC , secundary of transformer is 13.8 DCP after diode bridge ,,,

the notion is one farad equals  1 volt       1 ampere 1 second 

 and the Henry                        1 ampere 1 volt       1 second 

In RE  the capacitor is the VOLTAGE node  and the INDUCTOR is the ampere node .. (standing wave resonance dynamics) 

capacitance = impedance  but opposed ! 

if in RV you replace a capacitor with an impedance the motor will run in reverse ....

if you switch  from a capacitor to an impedance or impedance to capacitor wile running an RV motor you can create a hell of a NEUTRAL spike EMP 
and have the motor tear the working table off the floor and or walls .

so be careful  EXTREME danger ....  you can also bring down the utility power system and collapse it with the neutral spike .. or blow your neighborhood transformer and or sub station  fuses ...
