Why didn't they just buy the equipment and train locals to do the work
.there going Thu the money like water . or just send in the army core of
engineers. Don't they have a military base there ? Well it takes two to
tango . couldn't of happened with out consent at the top of the islands
administration . it might have been slower but at the end they would have
the equipment and trained people .now what no equipment no training just a
big Dept. Not ready for next time . they should have voted on it at least
that but to drop a big bill on everybody with out consent man oh man .
